You're talking about exported sound files I think?
I remember talking about this too, but I don't remember being persuaded
that it would be a very useful feature.
If you want to always export sound files to one particular folder then
all you have to do is go to Preferences - General and turn off "Default
exported sound files to the same folder as the sound file".
Then export a sound file, selecting the folder you want. From that point
on, you will get that folder every time, because it will default to the
last folder you exported to.
