I guess a snap grid would be the easiest way to go. I'll make a note,
though I'm not making any promises.
At the moment you can enter new text boxes vertically aligned with the
currently active block (the one showing edit handles) by using the 'T'
shortcut (or shift-'T').

If people quote entire messages with their headers and footers
then we end up with horrendous multiple duplication.
